HISTORICAL EXPERIENCE OF THE APPLICATION OF BORDER WAX OF THE KGB AND FSB OF RUSSIA IN FORMINGA "SECURITY BELT" IN THE NORTHERN BORDERS OF AFGHANISTAN IN 1979–2005
